It's not a Microsoft issue either, it's an end-user issue.
The problem was fixed in Windows code over a month ago with the required update being made available to users on 16 July 2003.
I think Microsoft was as surprised as the anti-virus tool builders when they discovered the number of installations that hadn't bothered to install the update.
