MS Pub Web Photos Question

When designing a website with MS Publisher, how do I upload my photos so that users can save them from their browser? Currently, I am only uploading the index file when publishing the site, and am not sure how to upload the photo folder.

Sorry for the dumb question...have looked around other sites to no avail.
