MS Proxy Server 2 HTTP Static Filters

How should static HTTP Packet filters be configured in Microsoft Proxy Server 2 to allow access to web sites.

I am able to get packet filtering working with Exchange (SMTP /POP3)running on the Proxy Server but not Web Browsing
