MS Project 2000 Security

I have a requirement for a department to allow each of it's executives (10) to hold their own Project schedule which is updated back to the master. This I am ok on, but I need to make this Read Write to the executibe but read only to others in the department who wish to look at the schedule and then make a request for time from the executives schedule
