MS Outllok files from DVD?

At a regional level an employer is requiring all employees to stay below a specified server space limit for outlook email files. A relative needs continued access to these files. She has a DVD writer, but not access to local hard drive space. Ideally she would like to take some outlook folders and write to DVD, but also be able to dynamically update those folders as well.

What is the closest she can achieve to this ideal with Outlooks built in archive or export features. What is the procedure to move files to the DVD, then access files from the DVD vs default server, then add more files or change files on the DVD? When done how would she reconnect to the default server?
 
Dynamic updating is next to impossible...

As this is a limit based problem, I would suggest that an additional folder be created on the main account i.e.

inbox
sent mail
'May' or '1stqtr' or what ever interval is required
'Mayout' or '1stqtrout' or what ever interval is required

they should then transfer to these folders after reading/sending.

Whaen the limit or time frame has expired move these complete pst to the DVD for archival purposes, and remove from main store freeing up the space and making new folders like 2ndqtr etc.

OL can then be pointed to these additional stores

Just so you know, .pst files cannot be opened from CDs and DVDs. Outlook must have write access.
