MS Office + other programs only on 1 user account

hi there,
I would like to set up windows xp with multiple user accounts, each with their own unique set of programs. For example:
user one = MS Office + Messenger (With network connectivity.

User 2 - just Specalist recording software(Without Network).

Is this easy to create?

See if any of these are useful. Deny User 2 permission to access the various files and folders, see what is available under Group Policy Software restrictions.
