MS Exchange Client with NTP Issues

I have three MS Exchange servers that use Legato's Business suite module for hot back ups and I also execute a OS level back up of the same client. I applied MS NTP services to the three servers and when the Exchange DB back up it get unsynchronized message yet 2 hours later for the OS back up no time synchronization problem with these three clients.

Does Exchange services have its own time reference?

Confused???
