ms-exchange 5.5

My problem with MS-Exchange 5.5 is that user are having difficulties logging on via the MS Outloog web access.
I checked network, checked user permission etc etc and all is ok. But when i rebooted the server all users were able to signon. this is now happening several times and it looks like something is blocking the server and it is cleared after a reboot...any ideas what that could be???

Have the users entire their email address on the first prompt screen then their regular logon on the second prompt screen.

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
