MS CALs, TS licensing, Citrix question

This whole licensing mess is quite confusing. Can anyone suggest what would be the most sensible and cheap way to license the following scenario:

Standalone Windows 2000 server (not Terminal Server) running Presentation Server XP FR 3. 15 user Citrix license.

Must support Mac as well as Windows 2000 and XP (Home and Pro) clients. Potentially 100 different devices may connect at one time or another, including remote networks set up for meetings using rental equipment.
 
Citrix must run on top of Win2K Terminal server in application mode. Now since your server is standalone and not part of the domain, you will have to install the TS license service on this server. Since most of your clients are Win2K and higher, you will not need any additional licenses but you will need them for your Mac clients. If you are going to potentially have 100 devices connected at one time, your 15 user license won't cut it in this case so you will need to add Citrix license packs that can accomodate this number. Hope this clarifies things a bit for you.
