MS Access Security setting question

I have a question about Workgroup permissions - or rather, the lack of it. I'm using MS Access 2003, and I have an application that runs fine with a workgroup. However, if there is no workgroup (or, it is using the default: C:\...\Microsoft\Access\System3.mdw), it will load the application as Admin, which is the last thing I want it to do.

How do I make it say something like, "You don't have permissions..."? I've seen this elsewhere, but I can't seem to find where to set this (I'm assuming it's a setting)
 
Rather than give your users direct use of the FE file, give them a shortcut which is configured to use the desired mdw file.

"C:\Program Files\Microsoft Office\OFFICE11\MSACCESS.EXE" "full_path_to_FE_file" /WRKGRP "\\full_path_to_mdw_file"

Create a new "superuser" and make it a member of the Administrator group. Remove the user Admin from the Administrator group (it will now only be a member of the User group) and remove all permissions from the User group - Be sure to have already have added your other users to other groups.

I'll probably use another database that already has that particular security setting.


Anyway, what's the point of the security setting when pressing shift-enter on the database icon brings up the database window? Seems it kind of defeats the purpose of security.
