MRD on BT System

I have an older BT System and I am having issues with a MRD on an IPC circuit. When I go off hook I am not sending signaling however the can meet me on the line if they know I am off hook. If the other side goes off hook (IPC System), they can ring me and we establish connection. The reason we are using MRD instead of ARD is that our connection would drop randomly while the channels showed active on turret. Same issue with the MRD but they are saying if I could send ring/signaling it would work.

Any thoughts?
 
Is this an analog circuit or digital? for example, is it wired to a 66 or a 110 block or does it ride a T1 via a DLIC card in your BT box?
 
check the signalling on the T1. Both ends must be eith AMI D4 or B8ZS/ESF.
 
IPC curcuit carrier says its dropping on the distant end. We have had no luck with there circuits and keeping ringdowns on the box.
