.MPP files of MS Project 98

hi,
is there any API available to read and write data from MS Project 98 .MPP files. i already have the MXPJ API, that can read only MS Project 2000 files, that too only the .MPX files.
can anyone suggest some other API.
can Jakarta POI read MS Project files?
