Correct me but is MPLS not VPN and Norstar is a phone system and that your are trying to VPN into a Norstar?
Or are you looking for VoIP alternatives like BCM?

I was lost in networking sorry.
Citel SIP-N-NORSTAR
This provides SIP trunking with norstar phones, without the KSU!!!.
Or
SIP Gateway such as the Cisco SPA8000 which conerts the SIP into 8 analogs trunks.
They program on the KSU same as copper trunks.
Maybe SIP to PRI out there too but upgrading to BCM works best as it is designed for that unlike Norstar.

I've installed multiple sip/pri's with Norstars. There was no real difference programming wise that I noticed except that the OLI# field had to be set-up for each set with their 10 digit DID#. Besides that it was like setting up a standard pri.
