MPG conversion utility

I received an MPG video (DVD) from Mexico and I cannot view it from my WinXP (SP2) system. Does anyone know of a utility/app that can convert the MPG to AVI or some format I can view? I do have Premiere 6.0 on another computer (Win2000) that can play it, but I need it to play on the WinXP system. I know it is a codec issue, but I don't want to install more codecs on this XP system. Any help appreciated.
 
Thanks Akribie...I thought about VirtualDub, but since you recommend it, I'll give it a go. Thanks again.
 
As far as I am aware, it's as good as any other free tool for this sort of task.

I use ProCoder, so haven't tried Virtual Dub for anything serious.
 
An update:

Virtual Dub couldn't open the .mpg video, so I had to use TMPGenc to convert to AVI and then I used VirtualDub to compress the AVI so I could burn onto CD. But both programs worked great! Thanks for your suggestion. I will definately use Virtual Dub again for future projects.
