Is there a standard format to satusfy all browsers? If you look at this site it works fine in everything except Mozilla where the alignment is all screwed up
 
No, there is not. Thanks to Microsoft, which has always had to take an industry standard and "improve" on it by adding its own commands and functions.
So IE actually does not conform to approved HTML standards, which is why sites "designed" for IE do not always look identical in other browser windows.

Nothing you can do about it. It is up to web site operators to make their code HTML-standard and not "IE"ML-standard.
