Moving W2000 Terminal Server to New Computer

We are upgrading from a Compaq Proliant 1600/600 server to a Dell Poweredge 4600. Old server will be retired so we will use it's Win 2000 Server/CAL licenses. Server is member of a workgroup and a terminal license server and is used for a single accounting application and database. Tape backup will be moved from the old to the new server. What is the cleanest way to move the terminal services licensing information and users from the old server to the new server?
