Moving users to another Post Office

I have both 5.5 post offices and want to move users from one to the other. The message I'm receiving is &quot; Cannot move a 5.x level Post office to a 4.x level post office&quot;<br>
This is in the Groupwise Account tab on nwadmin screen when browsing to the new post office.<br>
