Moving Public Folders Move

I have been called in to clean up after a server migration where the an SBS server was replaced with a new SBS server. The public folders were moved by connecting to the exchange server with outlook and exporting the folders to a pst. I have been told that some of the folders are missing. The old server is still on site but not connected to anything. Is there a better way to move over the public folders than retrying the outlook export again. Is it possible to move the pub.edb database to the new server?
 
If they are now separate then will be a case of repeating this. You can join 2 Exchange servers but not 2 SBS servers (well, only under certain conditions).

Backup and restore will depend on names and third party tools are available.
