Moving Objects in Oracle Reports Paper Layout

Hello, I am new to the world of Oracle Reports and am reaching out to a more experienced developer. I have been working on a report that needs to be re-arranged there are several parent objects with various child objects enclosed. I have approx. 4 parent objects arranged a certain way. I need to move for example parent object with all of its enclosed child objects from position three to position one. There are anchors attached to each parent. I cleared the anchors, but it seems when I attempt to move the requested parent object (position 3) everything seems to move with it meaning parent object in position 4. There has to be a simpler way of doing this! Help! Any assistance will be appreciated.

Try using Flex Mode and Confine Mode buttons in Layout.
