Moving licenses in NetWare 4.11 1

I have three servers running NetWare 4.11. One of the servers is only rarely used, I would like to move 40 of the 50 licenses from that server to the one we use most. All the information I have found refers to NLS Manager which was part of NetWare 5. How can I move these licenses in my environment.

Run install on the server, select the licensews add remove option, and highlight the one you want to remove, when done, you can safely re-install it onto another server.
