moving from access to oracle. Need to do what?

I have active server pages on our site.
For that,
I am using window98 (personal computer), pws, asp pages and MS-ACCESS. (I am not the web-administrator, thus I have NO CONTROL on the web-server, just ACCESS to the server, thus, copying there my asp pages and databases.)

I'd like us to use Oracle instead of ACCESS, for the db's r getting too big, and r being accessed (through the asp pages) too many times.
The web server is windows-NT.

Now, I asked to be sent to a course regarding Oracle, but there are too many kind of courses, and I am not sure which
one I need.
First, I unserdstand that in order to use asp with oracle, There's another software I need.
But what r the other options?
Php instead of asp and what else?
Regarding php - Is it a totally different language than asp?
Can I still use vbscript the same as in asp?
If not, what script language shall I use?

The courses I've seen r regarding using Oracle as application in intranet and even internet, but did not see anything mentioning php.
Am I missing something here?
What shall I install in my computer in order to write and use these web pages (like pws for access, or is it the same)
In the pws - Will I still need to use: or is the method totally different?

In other words, what r the differences, what shall I know, install etc.
What parts can I learn by myself without needing to learn a course? And which parts r better to learn in a course?

What will the web administrator need to install in order to support these web pages (OS: windows-NT as I mentioned)

Is it enough to take a course for version 8?
(are there little changes in firther versions?)

Any answer, to any of my question, general or practical, will be most welcome.
