How do you prevent users from accidently draging and dropping folders into other folders. They need to be able to create but I need them to stop moving folders around where they don't belong. Thought I had it fixed but I don't

User training will fix this. This is a common and VERY annoying problem. I had this issue at about 6 different client sites (and have done it a couple of times my self). There is really nothing you can do aside from taking away the delete rights so the folder does not disappear, but this does not solve the problem of a new copy being placed into a sub folder.
When you look at the properties of the folder that got moved it will tell you who did it. This is because when you move a folder, it will change the Owner tag. This owner tag will tell you who did it. Bug them, and bug them openly, verbally, and VERY polite. Some users you will need to site behind them and watch what hey are doing so you can show them that they are indeed the one moving it. Stay on top of your users and be very kind in doing it, with enough pressure from you, and kind pressure that is, your users will eventually stop making the mistake aka, they will take responsibility for their actions and either pay more attention to what they are doing, or move the folder back them selves when they notice it has been moved.

I had this problem before. Here is how to prevent that from happening.
1. Right click on the folder that you want to protect
2. Click on properties
3. Click on Netware Info tab
4. Put check mark on "Rename Inhibit" and "Delete inhibit"
5. Click on apply and OK
Note: Do not check the Read Only box under General tab nor
Netware Info tab, that would void the above restrictions.
