Moving Exchange- Question about target computer

HEllo all, I have read quite a few posts on moving Exchange to a new server and the steps involved. Especially KB 822931...
The main admin had moved Exchange once before, but was not the lead admin at that time, over 3 years ago...
He was going to create all new mail boxes and backup current mail to pst's then import them,, I pointed him to the KB articles... so we are doing some more research...
Anyways,, he wants to move the exchange server to the 2nd DC since it has no other roles on the network than a backup DC...
I read on a couple of posts that made it sound like that was not a good idea...
Is it ok to install on a secondary DC or is that bad,, and why?

No - it's not recommended to put Exchange on a DC.

Plenty of sites list the reasons if you search, but fellow MVP Daniel Petri says it:

Why is it NOT recommended to install Exchange Server 2003 on a computer that is also a Domain Controller?
