Moving Exchange 2000 Old Server to Exchange 2003 New Server

Hi all, I need advices on the following:

I will migrating a Exchange 2000 on a Old server to Exchange 2003, a new server soon.

I had read up some articles on the moving/migration.
Is it a must run the inetorgpersonprevent.ldf for the first Exchange 2003 in the domain?
It is advicable to install the Exchange 2003 first and move users' mailboxes before my ISP change the A Record?

Can I fall back to the Exchange 2000 if the migration failed?

Leave the old server online until all clients have logged into their mailboxes again. This will auto update Outlook.
