I have been asked to "upgrade" a computer. The situation is that the "new" computer is Win 98 SE with basically no software, while the old one has Software applications that the user wants to "transfer" to the new one (Software for reinstallation seems to be missing although is registered to him). The new one is on warranty and the cover seal cannot be broken. The user wants the Win 98SE OS. Is there an Application moving program (system or method) that will move the application and the files necessary to run the application on hte new computer.

Check out Specifically, the PC Transplant tool. You can download it for a 30 day trial to test on this PC. There is an API tool for home grown apps as well.

I've used this tool successfuly for almost 2 years now, and can't imagine life without it. I've migrated users files from all over the C drive to predefined directories.

same os to same os is a breeze, additionaly you can do say w9x to NT or W2k. two thumbs up.
