Moving Data to Excel from Flat file

I have a government form in XL worksheet that I need to fill with data from flat file. The imported data could be hundreds of entries therefore its hard to enter data manually every time!

I need to import data such as fname, lname, dob, nationality, etc. into an excel spreadsheet which begins in page 1 with some text and fields on the top of the page. Then in the middle is the table (9 rows) into which I would like to import data from a flat file. Again at the bottom of page 1 is more text. The table continues on pages 2,3,4,..., again starting in the middle of the page. So some of the imported data needs to go to Pg1, some to pg2, some to pg3, etc until the entire worksheet is filled.

I believe this is rather complex and any input would be greatly appreciated. My knowledge of EXCEL is 2 out of 10!
