Movie to Line Art/Cartoon style film - like A Scanner Darkly

Hello all,
recently i've seen a couple of television ads and now this movie with Keanu Reeves -- A Scanner Darkly -- how is this done??? I've been led to believe there is a plug-in that does this, however, it looks a little complicated just for a plug-in. Is there someone out there who can shed some light on this? here is the link to the trailer

Yes.

The plugin is called TIME&MONEY. You need to use a lot of it to get the look.
Still done the old fashion way (blood-sweat-tears), this style of animation was made a "little" easier in anothher Rick Linklater film called:

Waking Life

You should definitely RENT this movie (if not BUY it) and check out the special features portion of the DVD. There is a complete "HOW WE DID IT" section, including the custom software used to do it.

No, there isn't a publicly available plugin/software for it; this is custom created for Rick's projects; often imitated.
