Move SQL DB to the Cloud and Access it From a .Net Program

Looking to move an SQL DB to the cloud for a client that no longer wants to maintain their own server and access the DB it using my existing .Net program.
This DB is less that 3 GB right now and will grow but not very fast.
I've done some poking around and see that there are quite a few options, Google, AWS, Azure, etc.
The pricing is confusing, at least to me.
Do they charge by the hours that the DB is up and running, or the amount of data downloaded/uploaded?
I would appreciate any guidance as to which service to use, issues in moving the DB, Costs, problems, etc.
