Move mail and settings between Outlook Express & Mozilla Mail

Anyone got any ideas where to start on how to move mail between Outlook Express and Mozilla Mail?

Going from Outlook Express to Mozilla is a straightforward export. Going the other way isn't. Besides, I need to write a program in Delphi 6 (or Visual BASIC) that can do the job for me. It would be handy if I could also manage moving the data to Outlook .PST files or even Exchange Server as well.

So any pointers on where to start would be appreciated.
