mouseover on buttons doesn't work!!!

hi every1.
i will apologise now, mouseover does work on the symbols I make into buttons. The problem i that when I put my mouse over a button I've made, it is very picky about what qualifies as a 'mouseover'.
Buttons often skip in-between 'over' and 'up' which means that when someone wishes to click a button, it i very hard to hover over it!
I believe it has something to do with the small crosshairs that exist on the button symbols.
How do I edit this so that the mouse has to be only 'near' to the button, or so i can relocate the crosshairs to a more accessible area of the symbol?????

I am assuming you mean text buttons, the problem is you need to map the area you want to track in the 'hit' keyframe Regards
