Mouse / window corner drags behind taskbar

XP-Pro, SP-1.

I have the taskbar on the bottom, locked, always above other windows.

When I am resizing another window by its LOWER-RIGHT corner, the mouse and window edge both slide past (and BEHIND) the taskbar. This does not happen when resizing by the bottom edge, or lower-left corner.

Anyone else have this behavior? Any fix?

Take your finger off the mouse when you hit the correct position in the bottom right corner. To force it further seems to be prevented in the left corner or straight down at the bottom, but by clicking and dragging with the mouse it does seem possible on this XP machine to drag it under the locked Taskbar via the right hand corner. I can only repeat it by repeatedly clicking and dragging it a small fraction at a time and only up to the corner of the monitor. If I don't do this it is stopped by the Taskbar.
 
Unlock the taskbar.
Move it.
Lock the taskbar.
