Mouse Roller navigates you between records in a Form

I understand that this is a hot topic with Access programmers, but I've never found a solution to this problem...

How do you setup a form so that when you scroll your mouse roller, the roller moves up and down the current form and not between records?

For the sake of my hair color please help me with this one.
