Mouse pointer flashes after startup

After starting Windows 98SE the mouse pointer is useable but constantly flashes in whatever position it is placed..

Flashes with PS2 corded mouse not connected at startup.
Flashes with changed keyboard.
Flashes after removing mouse in device manager.
Flashes after changing video acceleration.
Not connected to internet.
Nothing in Startup folder.
Have 128 mb ram
Display adapter is on board SiS 630
Mother board is Elitegroup P6STP-FL witc celeron 633mhz
Display properties is 16 bit color 800x600 pixels

Tried all these threads unsuccessfully.

Corrected the problem of the flashing mouse pointer.
Using the System Monitor and checking memory there were some not so nice things happening. For example Page Ins was 4.8K, Unused Physical memory was 7.7MB.
Using MSCONFIG I disabled a program called PTSNOOP.EXE. The pointer stopped flashing after reboot. Apparently PTSNOOP was using a LOT of memory as now Page Ins dropped to 0 and Unused Physical memory rose from 7.7 to 96MB. Don't know how the program causing the problem was installed so I am formatting and re-installing Windows.
