Update your AV program, and check for viruses.
Also, remove any spyware with Ad-aware, Spybot, and CWShredder.
If those do not help, then remove the mouse from Device Manager, shut down the computer(do not restart at the prompt), disconnect and reconnect the mouse, restart, and let Windows recognize the mouse and reload its drivers.
If no luck, then connect your mouse to another system, or connect another mouse to yours.
If the same problem happens on the other system, or yours works ok with another mouse, then your mouse may be bad.
If the other system works ok with your mouse, or your system has the same problem with another mouse, then connect it to a different USB or serial port, and try a serial mouse if yours is USB or vice-versa.
If it's a PS/2 mouse, then try a USB or serial mouse.
