mount cdrom as non root

Hi,

I tried to give permissions to non-root users
to mount cdrom (/dev/cd0) on AIX 4.3.3,
by creating a cdrom group and adding users to cdrom group, but always get the error :
mount: 0506-324 Cannot mount /dev/cd0 on /cdrom: Operation not permitted.

I there any other way to do this ?
