Would it be better to find a FM modeler who knows the source application or one who knows the Cognos tools? We are raising this question at work and there are different opinions.

Please post answer and rationale.

You need the FM Modeler to get the data in the right way for the tool user to build reports.
You need a report writer writer to write the reports and discuss needs with users. The report writer then comunicates what the FM Modeler should do. Ideally, depending on workload, this can be one person. The FM Modeling is easier than the report writing in most respects. Just my opinion.

I'd say this depends also on the source-type. For a neat dimensionaly modelled source (100% starschema) the FM work would be pretty straightforward.
For an OLTP schema you need more modelling effort in the transformation layer, hence a more able FM modeller..
