Most Expensive Items Receive Discounts. Why?

Hello,
On our system the items that are discounted are the most expensive. For
example, if the basket has 5 items and the promo is for 100% off on 1 item,
the most expensive item is choosen as the free item. I am trying to figure
out how to discount the least expensive item.

I am fairly new to Commerce Server 2000. Any help I can get would be
greatly appreciated. Thank you.
