More RPM update problems

OK, I am slowly closing in on this but am still having problems trying to fully update apache. The main problem seems to be that it won't (can't) find mod_throttle. I have used tar/gunzip to extract the files from the tar and placed them in /usr/lib/throttle (a directory I made) and placed a line (/usr/lib/throttle) in ld.so.conf and run ldconfig. Still no luck.

What am I missing?
