can a 350w power supply handle three hard drives

Mine does - but it will depend what else you have in the machine (eg, high end graphics cards can take a lot of power) and the quality of your PSU (ie, good 350 better than mediocre 450).

As wolluf states, if the machine has basic graphics with nothing else demanding too much of the PSU then a 350watt PSU will manage just fine with 3HDD's
Quality is the key word here! powering three drives with a 350watt generic is possible but foolish! that is unless you don't value your hard drives or the data on them, very highly.
