Permissions issue? With respect to what ? I have a user with this same problem, had two users, with what seemed similar problems, was able to resolve one, the other sounds exaclty like this.

Well I would check the mailbox access rights for a start, if the mailbox can not be opened, maybe the default permissions (or the inheritance) is wrong and does not allow the user to open the mailbox.
