More confusion about Terminal Server Licencing

I have a member server on a domain currently setup in Per Server licencing mode with remote desktop for administration. I need to allow up to 6 concurrent RDP connections to this server for use of an application. When I install terminal services the mode changes to either per user or per device. How does this have to be setup so that I can have 6 concurrent RDP connections regardless of user or device?
 
You have to run Terminal Services in Application Mode, Administration Mode only allows 2 concurent connections (plus 1 console).

More importantly you need to install a TS license server also. Then purchase TS access cals, either per user or per device and register them with the TS license server. I would install the TS license server on a DC and not on the member server. TS cals are around $70 give or take, and are generally sold in packs of 5 or more. You can install the TS license server without TS cals, you will get about 60 or 90 days of grace licensing cant remember the durration, and install the TS license cals anytime.

Thank you, I understand that. To run TS in application mode I have installed Terminal Server and Terminal Server Licencing but now its asking for user more or device mode. Am I missing something?
 
I have 180 days grace period now and am going to purchace the CALS when I figure out which type I need. I don't understand this bit about user mode and device mode though. I am trying to have multiple concurrent RDP sessions regardless of the device or user.
