I downloaded the Moodle v2 and v1.9 zips from Moodle.org; neither will start Moodle on my Win 7 machine. Took the unzipped files on my flash drive to XP machine and it started correctly and I accessed Moodle at localhost.
I downloaded .net as mentioned in the Moodle readme.... any ideas anyone? Any known issues on Win7? When the dos box was on the screen for a while it says it can't find certain files... yet I can see them in the directory. It also said somewhere- can't find it now- that it doesn't like long paths, so I moved it to the desktop cos I did have it buried very deep. Makes no difference.
As I type this I'm downloading Moodle from MS via the Web Platform Installer, will report if this makes any difference...
