Monitoring SMTP Queue always shows as growing?

I am responsible for several 2000 domains with a handful of Exchange 2000 servers each (all win2ksp4 with exchange sp3). On every one when I try to setup the monitoring of smtp queues in the tools/monitoring and status it eternally shows the queue as growing :-(

When I searched I found 3 other reports of this same problem but with no answers...

Anyone figure this one out yet?
