Hello all,
First, I am not even sure this is possible but I will throw the wrench out anyway.

We have a folder, for the purpose of this discussion, let's call it DataCenter.

5 people have edit rights to this folder.
Essentially, they can add, remove or modify files in this folder.

Although we have a policy for anyone not to delete a file once it is already in this folder.
However, we are constantly having one problem.
Someone goes in to the folder, makes some changes and forgets to notify members that change(s) have been made to a file.
I have been tasked with trying to find out if it is possible to come up with a script that will monitor who makes any changes, what date and time the change(s) is/are made.
I was wondering if anyone has any ideas.
Any sample script would be appreciated.

I am assuming your using Microsoft Windows NT platform as your operating system with users setup in a domain or on each machine.

That being the case you could setup your Audit utilities and get a log of who, what when where and why.

This article tells you everything you would ever need to know about Auditing.

Hope this helps.
