Monitoring bandwidth

Is there a way through NT SERVER 4.0 to catch which application seems to be "hogging" bandwidth ? Every once in a while our network slows down and I can't pin the culprit down. We have a database that resides on the network and I am suspecting this .mdb but I want to be certain. I know there are probably some "for sale " apps out there but I just want to do it once or twice. Thanks
 
Use task manager on the relevant machine and see if cpu goes through roof.

Use netmon on LAN to isolate troublesome net card.

Guess the rest and put in a claim for $1,000 for software :)
