monitor wont work after reboot

i have a KDS Visual Sensations 17" monitor. No matter how long i leave the computer on the monitor will work fine , but as soon as i reboot the computer or unplug the monitor i have to leave it off for a minimum of 1/2 hour before it will power on again. the power LED comes on but the monitor wont power up. sometimes i have to leave it off for a day or two before it will work again. Any ideas of what is causing this or what i can do to correct it ?

Take it to an electronics tech, do not mess with the innards of a monitor youself, it contains high voltage capacitors tht can zap you extremely badly even after the unit is unplugged. All things are possible except skiing through a revolving door.
