I am receiving the this alarm Monitors Trunks: trunk group XX had 1 trunk out of service in the last hour. This is a reoccurring alarm for the past week. How can I resolve this issue? Is this an issue with the signaling group? Or a busy threshold on the trunk group?

try to busy and release the 1 trunk member such as busy trunk 1/4 for example

Is the out-of-service trunk down all the time or do you get notifications at night? Some carriers run diagnostics during the wee hours that do take trunks down briefly.

I had the same issue this week with Monitors Trunks: trunk group XX had 1 trunk out of service. As of right now it is back up and running on its own. I think it had to do with what 4America mentioned above
