I found this definition in an NEC document.
The tone produced by the PBX for Call Monitor and Executive Override features is generated only once at the initial execution of the feature. The tone can be removed with CM 08>259 but cannot be set to play at intervals during the call connection.
You have described a voice call. That will always give a tone burst to the receiving party. That is different than a barge in/monitor call. You cannot eliminate the voice call tone burst.
