monitor sync rate solution?

i previously posted this issue on this forum about trying to get X running properly with a SiS 630 chipset on a laptop with RedHat. I've found this web site which addresses this problem dedicatedly... But I'm not sure what is he talking about.. can some one explain it to me in terms of detailed steps, especially kernel configuration.. I really don't know how. here's the link... thank you
