I am having an issue where my monitor shuts off (goes black) and then comes back to normal all in a split second. It also makes a poping noise when it does this.

One time, several seconds before it happened, I noticed that the screen started to get blurry. I messed with some of the monitor settings to make it sharper again, but the monitor popped shortly thereafter.

This issue seems to only occur one time during any computing session. If I shut off the monitor or let it go into standby mode (and then use the computer again), then it happens again. I do not know if it happens every time, but it does happen often enough to be noticed.

Note:
This issue occurs with two different computers, thus it's probably safe to eliminate the video card / computer as the cause.

I do however, wonder if it could be an issue with the cable. In the past, I noticed some issues when I was playing openGL games where it would have problems switching resolutions. Readjusting the cable into the video card socket helped.

there is a capacitator going bad (if your lucky), it can also be the high voltage cascade.
you should spare some money to buy a new one ;-)

Could it possibly be an issue with the power cord?

I looked up some information on a website and it basically said it was going bad. I don't suppose it could be anything else (other than the monitor going bad)? Could it be too much dust perhaps?

Typical dust build-up on the CRT (build up between the back of the "jug" and the High Voltage connection). Take to a shop and have the dust blown out. It's dangerous to do it yourself. The cover of the monitor is part of the support for the monitor, when you remove it the case becomes very unstable - easy to break the CRT. Next is the problem of up to 20,000 (!) volts stored at the connection of the H.V. cable to the CRT. Hurts... the shock makes you drop the whole thing - BOOM. I've been doing this for over 30 years, and I'm still very careful.
